Chapter Four: The Leader of the Establishment in the Chamber

As expected, the amendments to the Freedom of Information Act was finally passed after numerous attempts in both Houses to reach a consensus, each of which is firm to keep their stand to uphold constitutional and moral convictions, as well as preserving their political grounds, as they see fit. The Lore of Commons will remain sealed and unopened, and no arguments, no matter how sensible they are, convinced the Republicists to change their minds. The Bill passed for this subject matter was changed significantly from the original version, totally unrecognizable, and many Senator-Delegates were very dubious if this law will serve its intended purpose from the very beginning.

The Planetary Co-Op's legislative process has been under fire for failing to enact controversial laws that will truly benefit the Stellar Sectors, very seldom to successfully reach agreements by both Houses, and always to the frustration of the Delegation. In this instance, for example, the Republicists were unanimous in rejecting the policy introduction supported by the Ministry of Space, and even the Leader of the Establishment in the Chamber, a member of the Cabinet, voted against the important measure.

It was because of the Constitution's present provisions allowing the Upper Chamber to oppose the Ministry of Space even in crucial policy direction, and veto any legislation that they deem will be contrary to the Constitution. This part of the law gives the Chancellor of the Constitution and the Upper Chamber great power in thwarting the introduction of important policies to be made by the Establishment, even before its merits were passionately deliberated.


Just as the Ministry of Space is preparing the founding of the Existential Library pursuant to the legislation, the President of the Planetary Co-Op has met with the Leader of the Establishment to coordinate matters of public concern with the Republicists, in order to properly implement the Freedom of Information Act. But first, he needed to ask some difficult questions.

The President spoke first. "Why was there no support from the Chamber, Republicist Alfred Delicate, even from you? The Ministry of Space made it clear that this is a matter of priority."

The Leader of the Establishment looked straight into his eyes, and with all sincerity replied, "There is really no point to vote for this measure. You know how the Constitution works. They have the numbers. It is just going to be a futile exercise."

The President of the Planetary Co-Op was shocked.

"A futile exercise? Someone must stand up for the truth!"

"And for what truth?" the Leader snapped back. "It will back fire against all of us if we antagonize the Chamber. This version of the bill is the best possible outcome we can achieve. The Existential Library will deliver what it is that you want to know about the past. The provisions of the law are strong enough for its intent. Let us not probe any further than necessary."

The President was still disgusted. The Upper Chamber is always wrong, and everyone knows that fact.

"You always let the Opposition run this present Ministry, Mr. Republicist. With all due respect."
