Chapter Sixty Eight: The world Congress in Session
In Pietropolis, the magnificent capital City of the world of Fantasy, the mighty edifice housing the world Congress (or the wCongress, as it is customarily called by journalists and the several channels of the medium), is beautifully situated within the banks of the River Barr Era, with the many onlookers referring to it simply as a majestic work of pure architectural genius.
The W Hill, as the structure was colloquially named, was erected in honor of Willyboole the Magnificent Werewolf, who was one of the most recognized founder of the world of Fantasy that ended the internal fighting during the "Disorder of Dreams" or the dark moments of the "Proliferation of Nightmares." His heroism was significantly noted and well-publicized, at least as far as the eloquently written history books could possibly narrate.
Within the W, as the structure gloriously sits on the Hill and immediately adjacent to the picturesque River systems and the surrounding breathtaking topography, there is a major hallway from the massive front doors that leads to the Plenary Chamber (customarily called the Wolfsen Seats), where the Assembly of the Fantasy meets annually to discuss major legislative initiatives that may be elaborated and become basis of the Implementing Rules and Regulations, to be formally enacted by the Proprietary Commission, particularly by the President of the Central Committee, as the recognized Executive Officer that can act on behalf of the Proprietary Commission with full authority.
Today, the same Assembly with the same function is gathered in the historic W for its Regular Session, and the body of the sitting Assemblymen were currently discussing the proliferation of scams (in particular the complex schemes in the trading of illicit substances that can cause extreme Euphoria to the addicts who regularly consume it), some issue in local governance matters, and the heated issue of rampant crimes involving the Plagiarism of the prorietary involved in the Omnibus Fantasy Regulations Act that currently governs the boundaries of the legitimate presence of Dreams.
An opposition Assemblyman currently has the floor.
"Mr Speaker of this Honorable Assembly, this representation has received some intelligence report about the potential leaks from the Fantasy resources, a subject matter duly regulated and within the competence of this august chamber, a condition which has been seen by many to be the prelude leading into a more serious and rampant violations of Constitutional restrictions with the said rise in Plagiarist criminal offenses, with the view of potential leniency in the enforcement of the law as far as the statistics shows a disturbing data as it was reported to the relevant Congressional authorities."
"It is with fervent wish of the many constituencies of this Congressional Assembly, including my own, Mr Speaker, to revisit the rules governing the statutes that relate to the standard of proof and the bar of evidence, particularly the rule on the clear and present conscience, in dealing with these newer illegal schemes with a fresh set of eyes, and to decide fairly and exhaustively on these obsessive violations that may threaten the integrity of our existence, as well as the timely measurement of the many efficacies surrounding the episteme of Dreams, and the improvements in our capacity to investigate nightmares and other illusory crimes and the subjective means in dealing with the many identifiable infractions."
"Mr Speaker, together with the Assemblymen in this side of the Hall, we cordially ask the President of the Central Committee to be assertive, committed, and be responsible in spearheading efforts regarding this blatant attempt to weaken the very foundations of our existence, and by extension, in exhibiting a clear resolve in facing any blasphemous attempt to disregard the fundamental purpose and good aspirations that has governed this world and the diverse ecosystems that exists within this metaphysical world that we all call home."
