Chapter Twenty Seven: An Emergency State of Affairs Address

The Chief Minister for the Conduct of State was on his way to the Combes Plenary to deliver his State Address, for the main purpose of convening the Other Matters Commission to investigate all the facts and truths relating to the recent problems being experienced in transportion and piracy that was happening in the major highways and important trade routes.

The State Chief Minister was accompanied by the Purple Guards of the Space Police, who serve as the honorary guards given to the Head of State, a privilege appurtenant to all of his duties and titles. He was ceremoniously walking down the iconic Space Bridge that connects the main Space Fortress to the Combes Plenary.

The Minister Secretariat bowed in respect as the State Chief Minister approached the massive doors of the Combes, and has now prepared himself in his role to announce the arrival of the Head of State. The two chambers of the Planetary Co-operation are now duly assembled to welcome the most senior official of the Ministry of Space.

"Mr. Chancellor," the Minister Secretariat said in a loud voice. "The Chief Minister for the Conduct of State wishes to enter and address the Bicameral Conference Committee, as well as the Committee of the Whole, for an important matter that has reached cognizance and is now solemnly placed on the table to be considered accordingly."

The reply to the request immediately came as a matter of procedure.

"I hereby authorize the State Chief Minister to enter the august halls of the Combes Plenary to fulfill his solemn Constitutional duties in accordance with the law," the Chancellor of the Constitution proclaimed.

The State Chief Minister took his place in the capsule reserved for his own use in fulfilling his official duties. It now carefully drifts upward to join the United Podium of the two presiding officers of the bicameral legislature.

As the capsule nears its rightful place, the State Chief Minister acknowledged the presence of the President of the Planetary Co-Op with a nod, while his gaze met the eyes of the Chancellor of the Constitution. For a moment, both of their stare locked, as if there was a secret messaging happening.

The capsule containing the Head of State was now facing the Plenary full of Delegates, while the Republicists who occupy the Central Pods are also ready to listen in full of attendance.

"Mr. Chancellor, I am here to inform the Bicameral Conference Committee and the concurrent Committee of the Whole, hereby present in Session, of an important Decree that I have made by virtue of the Constitutional Seal, by the powers vested in me by this Ministry and the corresponding principles of democratic virtues enshrined in our Union, and as has been authorized within this office, by the effect of the most solemn Co-operation of the Stellar Systems."

"This Decree shall take effect immediately, and without any further delay after this public declaration in this official State Address, regarding the creation of an Other Matters Commission to investigate, gather facts, study the matters reflected within the main subject of the parameters contained in this instrument, in order to provide a more detailed report and propose recommendations and produce the answers to all issues provided for by the initial gathering of evidence, for the purposes of guiding the legislative and oversight duties of the Ministry of Space."

"This Other Matters Commission shall be constituted by this Committee of the Whole with the same legal effect of any other statutes, which shall include, among others, electing the membership of such Commission, the majority of whom shall be drawn from the Judiciary."
