Chapter Thirty: The Stellar Rails Extension Project

The President of the Planetary Co-Op was delivering his sponsorship speech for the adoption of the Stellar Rail (Extension) Bill, while the Minister Secretariat was presiding in his place in a pro tempore capacity.

"Mr. Minister Secretariat, I am delivering this sponsorship speech to express my complete support for the passage of this more important bill that will address the woes being experienced by Space Transportation in enforcing several executive pronouncements related to the routes named as a subject matter of this proposed legislation."

The Delegation are in full attendance because this vote was whipped by all political parties holding the crucial seats. Everybody was intently listening.


"The Stellar Rails have been proven to be an important experiment that was a tremendous success, following years of trial and testing made by the Spacecraft Yard. It is with great pride and honor that we now recognize the efficacy of our technological advancements by enacting a landmark statute to further support the efforts exerted to encourage more improvement in this aspect of the Ministry."

There was a faint applause.

"I enjoin all Delegates to carefully consider the merits presented in favor of this Bill, despite the efforts of Opposition Leaders to vote down this important legislation though their respective Party Whips as a matter of politics. While the Planetary Co-Op wishes to arrive at a compromise to get Bipartisan support for this Bill, the negotiations collapsed early in the conference with no possible recourse because key priorities are irreconcilable."

"Be that as it may, the Ministry of Space is ready to pass this Bill on strict party-lines, with the hopes that priorities will be settled once the effects of the Bill enters into force. As part of our responsibility, the ruling minority government assures coalition Delegates that full accountability will be embraced in questions later to be tabled by enforcing the Delegation's oversight powers over the executive business of the Ministry of Space."

"It is hoped that the improvements to existing Stellar Rails will benefit many poorer planets within our crucial orbits to establish new reliable trade routes that will encourage more relevant commercial activity, and the corresponding economic gains to be enjoyed by all races in the targetted orbits enumerated in the subject Bill."

"Thank you very much, and Mr. Minister Secretariat, I now move for the adaption of this Bill on third and final reading."
