Chapter Seven: The Joint Cooperative Development Authority
The Planetary Cooperation at-Large has decided to convene the Joint Cooperative Development Authority to discuss security affairs that surround the Existential Library Act, and other peripheral matters related to its full implementation, in response to the Chancellor of the Constitution's issuances to the Space Police related to the protection of the Lore of Commons. The Joint Cooperative gets the mandate on legislative inquiries that concern the related pronouncements in aid of legislation.
Those elected to the Joint Cooperative are busy holding their own ground as they maneuver their way into this political chaos, each very concerned with the distress associated with the problem and in response to the electorate's participation with public opinion. Everything leads to reassuring reelection chances, especially in planetary systems where the issue has a strong unpleasant, media recall.
Planet Quai, of course, leads the pact in supporting concerns of the most vulnerable Stellar Sectors, and the issue has become devolved in local discussions where normally the Cooperation's attention was never directed.
Most of the members are neutral about the subject in question, which make up 42% of the membership, while the Joint Cooperative's total seats are twenty-five all-in-all, inclusive of the Chairman. While the President of the Planetary Co-Op chairs the Joint Cooperative as a matter of organic prerogative, the Chancellor of the Constitution serves as Secretary to the Causes and attends all the meetings, nonetheless.
Today's session was convened through the resolution of the Senator-Delegate from Planet Quai, whose inhabitants serve in the Sixth Stellar Sector. Their kind, called Surepticors, is best known because of their purple skin, and they are instantly recognizable with their ability to "feel energy and associate themselves with goodness, an attachment of feelings," which is generally useless in the Cooperation's civilization.
Some even consider them to be pseudo-fantasy creatures due to these traits, which ultimately leads to discrimination and colloquial, racial slurs.
This is the main reason why they are poor, and nothing more.
But somehow within this Stellar Sector, they have something unique that they are very proud of, albeit it barely supports their developing economies. The Stellar Halo, as it was known, a "revered" circle of twelve stars, is a constant source of an energy or force better termed as "grace," a by-product of astro-radiation within a constant wavelength, felt in delicate swiftness and almost no mass (there is no law of conservation in this galaxy) which in turn is very important in supporting the existence of the world of Fantasy, at-Large's ever evolving set of colonial territories.
The reason the Cooperation holds on to these planetary systems (despite their poor conditions occupying more line items in the Space budget and obligated spending) is because of this feature within their constellations, a vital ingredient instrumental to the nation's tightening hold on these respective colonies within the deliberate desecration of the sanctified world. While this "grace" is somewhat important to the well-functioning condition of the Cooperation's future, its value is considered worthless for being associated with fantasy and its supporting creatures.
The Surepticors have "eye horns" where their sight comes from. They have long-ears similar to a dachshund, but slightly longer. They have muzzles similar to dogs instead of lips and nose (although there are holes within its pointed tip where respiration takes place), a bulky body but lean in the middle, and elongated legs with a set of feet with two toes.
All other Stellar Sectors are represented in this powerful body, but not much more will be said about the other races at this time because the session is about to start, and any delay to the narration of its conduct can never be tolerated.
